U.S. Congressman Scott Perry has alleged that the U.S. Agency for International Development (USAID) provided financial support to terrorist organizations, including Boko Haram, under the administrations of former Presidents Barack Obama and Joe Biden.
In a viral video, Perry claimed that USAID funneled millions of dollars to extremist groups, sparking renewed debates over the agency’s financial oversight.
He made these remarks during a congressional session titled “The War on Waste: Stamping Out the Scourge of Improper Payments and Fraud.”

“Who gets some of that money? Does that name ring a bell to anybody in the room? Because your money—$697 million annually—plus cash shipments, is funding Madrasas, ISIS, Al-Qaeda, Boko Haram, ISIS-Khorasan, and terrorist training camps. That’s what it’s funding. You are paying for terrorism, and it’s coming through USAID. This has got to end,” Perry stated.
His accusations have intensified scrutiny on U.S. foreign aid policies, with growing calls for stricter oversight and accountability regarding taxpayer funds.
USAID has previously faced criticism over its financial allocations, particularly after President Donald Trump suspended its operations, a move that was met with resistance from Democratic lawmakers.
While Perry’s claims have yet to be substantiated with concrete evidence, they have reignited discussions on the role of U.S. foreign aid and the need for greater transparency in its distribution.
