Fresh details from Nigeria’s public payments portal, Govspend, have raised questions about the spending patterns of the Nigeria Police Force, showing that over N22 million was spent on cartons of cream cracker biscuits for personnel on operations, according to a report by SaharaReporters.
According to the records, three separate payments were made to Danlokey Systems Limited between August and October 2023. On August 30, the police paid N8.136 million for 30 cartons of biscuits for security operations in Yobe State.
Another N7.073 million was released on October 4 for 30 cartons for personnel in Taraba State. A further N7.073 million was paid on October 26 for 25 cartons.

In total, 85 cartons cost N22.282 million—placing the average price per carton at about N261,717. In one instance, each carton was recorded at N282,928.
This revelation follows earlier findings that the police spent N13.3 million on 24 packs of Carla Rose toilet rolls between April and July 2023. The contracts, awarded to Waves Fulfillment Limited, listed each pack as containing 48 rolls.
Market checks suggest the police paid far above retail rates. On platforms like Jumia and Konga, a pack of 48 rolls sells between N50,000 and N55,000. By this measure, 24 packs should not exceed N1.32 million—nearly a tenth of what was actually paid.
Both expenditures were listed as logistics and consumables for personnel on discreet security operations. However, the cost discrepancies have sparked public criticism, with many questioning accountability in police procurement processes.
