Imo State Governor Hope Uzodimma has urged the National Assembly to address the long-standing imbalance faced by the South-East in the ongoing review of the 1999 Constitution.
Speaking at the South-East zonal constitution review public hearing in Owerri, which covered Imo and Abia States, Uzodimma called for the creation of at least two additional states in the region; one of which he named Anim State, citing its economic viability and oil-producing potential.
“This region has only five states, unlike others with six or more. This has led to underrepresentation in national institutions and weakened our political voice,” he said.
The governor also demanded that new local government areas be created to reflect the region’s population growth and administrative needs.

Uzodimma further advocated for a redefinition of Nigeria’s indigene policy. He proposed that anyone born in or resident in a state for 10 years should be recognized as an indigene.
Citing the historical example of Mallam Umaru Altine, a northern Muslim who became Mayor of Enugu in 1952, he argued, “Nigerians still face discrimination despite being multi-generational residents in their communities. That must end.”
On national leadership, Uzodimma proposed a rotational presidency based on Nigeria’s six geo-political zones (not just the North-South arrangement) to promote unity and fairness.
“This is about stability, not sentiment. If Nigerians know the presidency rotates, it reduces fear and deepens inclusion,” he said.
The Imo governor also reaffirmed his support for state policing, describing the current centralized structure as ineffective against growing insecurity. “Fears of political misuse are outdated. Our people want security at the grassroots,” he declared.
He concluded by urging the Constitution Review Committee to adopt reforms that reflect Nigeria’s diversity, ensure equity, and promote national cohesion.
