The Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) has shut down operations at the Dangote Refinery and its fertiliser plants.

The shutdown, which began Sunday, comes after the association directed members nationwide to withdraw services starting September 29, 2025.

According to PENGASSAN, the refinery is now completely shut, while fertiliser plant train two has been halted, with train one running at just 60% capacity. The diesel plant remains in operation.

The move follows Dangote Refinery’s decision to sack more than 800 Nigerian workers after they joined PENGASSAN. At an emergency NEC meeting, the union described the action as a violation of Nigeria’s labour laws and international conventions.

PENGASSAN’s General Secretary, Lumumba Okugbawa, accused the company of exploiting Nigerian workers while hiring foreign staff under better terms.

He noted that despite the incentives granted to the refinery, Nigerians have been subjected to “the worst type of working conditions” in the oil and gas sector.

As part of its resolution, the union ordered members in International Oil Companies (IOCs) to cut down gas production and halt supply to Dangote Refinery and Petrochemicals until the dispute is resolved.
